Python module for Hoppie's ACARS

It is a module, so intended to write your application with. But as with all my modules, if you run it plain by itself, it will do a built-in self test which doubles as a demo on how to write your own app.

The thing uses Python asyncio and aiohttp and is designed to be compatible with most asyncio modules.

Also I forgot to mention that the acars.py library module is not yet related to PSX, it is just Hoppie's ACARS support. The linkup with the psx.py library module and the associated application is in the works but not yet ready for beta.
