Turbulent air penetration speed?

The turbulent air penetration speed is 290-310 kts or 0.82-0.85M, whichever is lower.

Is that meant to be the minimum speed, or the absolute speed?

I was flying in ECON just now, at something like 270 kts and 0.81M, and we hit turbulence. Should I accelerate?

I think it's an absolute speed, an optimum point between stall speed and max operating speed, so you get reasonable margins towards headwind and tailwind gusts.
