FMC altitude recommendation?

When the STEP SIZE is set to 0 on PERF INIT, it seems the RECMD ALT on VNAV2/3 does not take direction of flight into account when recommending an altitude. That's accurate, right?

I'm getting RECMD ALT of FL410 when heading west, and that wouldn't be accurate in either RVSM or non-RVSM airspace.

When STEP SIZE is either ICAO or RVSM, the recommended altitude is 430, which fits.

(Edit: I think my question may be silly, so maybe I'll just rephrase more generically. What altitude does the FMC recommend when the Step Size is zero?)
