When the ND is in TERR modus I see on the left two values. When the upper value is 128 and the lower value is 071 does that mean that the top of the surrounding area is 12800 feet and the valley is 7400 feet ?

Correct.

(071 = 7100 ft)

Thanks Hardy, that I could not find ;-) Even the RW manual does not explain the numbers.

The peaks mode is a company option; not all airlines have or had it enabled, i.e. some manuals may exclude it.
