Wind forecast data

I'm sure this has been discussed before, but I forgot the answer and can't find it in the manual.

When we go to LEGS > RTE DATA and request the winds and temperature forecast, how does PSX calculate the response?

For example, if the internet is on, does PSX look at ground stations along the route and interpolate ground conditions upwards to the PSX upper atmosphere to create the forecast?

Or does PSX ignore ground stations and just interpolate downwards from its own upper atmosphere model?

And is there an intentional degradation in the forecast, or is the forecast an actual representation of the real PSX environment? In other words, what's the variance between real and forecast conditions?

The focussed zone is used for departure, the downloaded METARs (if on) for arrival (if off: destination zone or planet weather), the planet tropopause settings are used for cruise, whereas the vertical interpolation towards the ground assumes planet ground weather; this assumption may degrade the forecast precision a bit (realistically). When you are near or even above the tropopause, the forecast will very much agree with the actual data.
