Just look at the device left from the flap lever. Never seen this before. Any clues?

Or paper clip, might also be useful in preventing the left pilot suit right sleeve from moving the flap lever, while moving the throttles.

My answer is almost pedantic in comparison:).
It's a flap lock-out device to prevent flap operation/injuries
while the aircraft is being maintained/serviced
with persons in the flap track extension zone.

Seen them used during checks/problem
maintenance- not routine turn-arounds.
