747-400 Landing Rwy Length Requirements

I hope it is ok to post this question here. This forum seems to be full of knowledgable folks about this aircraft.

I am working on some code to update minimum required runway length for 747's based upon a table. I have been reviewing a 3.4.2 FAR Landing Runway Requirements graph for lenths based upon landing weight, pressure alt, and flap settings. The rwy lengths seem short to me based upon documentation I have read before in other forums. Here are the rwy lengths listed on the graph for flaps 30 on a dry runway. (rwy length numbers in ft and approx as measured from graph)

I am wondering if anyone can tell me if these numbers are stopping distance once on the ground or if they are the actual runway length requirment to land and include thresholds or other paved areas of the runway not actaully used to stop. I have actually seen these numbers represented in Port Authority documents to get approval for funding for airport improvements but I am pretty sure I have seen airline docs that perhaps reflect airline policy for longer runways that what i see here?
