PSX only recognizes 31 of 32 buttons of my USB controls

I built a USB control panel using one of Leo Bodnar's interfaces and 32 buttons. I am only able to assign 31 of them in PSX, one button (forgot if it's No. 1 or 32 in windows, but it's definitely the first or last one) is not recognized.

Is this a known issue with some controllers?

Have you checked this line in your pref file with 0 or 1?

UsbUnknownIncl=1

I didn't make any changes to the prefs outside of PSX , so this option should still be at it's default value. I can change it and test if that fixes the issue.
