How would air traffic control, etc, handle this type of flight?

Would the 787 and Lear jet be cleared for VFR and thus simply fly at their discretion to avoid collisions as they see fit?

You hear it. Yes, they are basically one single flight. I suppose the 787 is the flight leader given its obvious lower maneuverability so ATC would clear the flight for something, the 787 would ack, and the Lear would follow the leader.

This is common practice for most/all formation flights.
