Unable to download METARS

After I updated PSX and installed the new NAV database last August weather downloads have become unavailable. Each time I get an error.txt file in the Logs folder indicating a FileNotFoundException http://weather.noaa.gov/pub/data/observation/metar/cycles/18Z.TXT
When I try to access this info directly on the internet this file is not found. It seems like noaa changed their web site setup.
in the weather page I see Disk 2.0m/2.1m, 22 AUG2016, 1812Z (nextSTBY)
The Set zones check mark is checked and next to it there is a text "Internet is on", in red
in Preferences->Basic, under Main Network, the box "Allow METAR files download from internet" is checked but the text is in red
It seems like I got maybe an obsolete noaa website address due to incorrect installation of the update. It looks like the new NAV data base itself  is installed because most files in it are time-stamped Aug 14, 2016, the date I downloaded the NAV update.
How can I correct this problem?

It would be easier to just update to PSX version 10.1.1. The METAR URL is then modified automatically.

Is anyone else having trouble getting the online METAR updates today? Mine haven't updated since yesterday and I can't access http://tgftp.nws.noaa.gov/data/observations/metar/cycles/

The base URL of NOAA's weather distro point indeed is dead at this moment.

I suspect that NOAA is exceptionally vulnerable to funding cutbacks as the climate change "skeptics" gain more control of the federal funding mechanisms under our new President.

<I'm not trying to start a political discussion here...I'm just making a brief theoretical comment to explain why NOAA may not be able to fully provide all the services it has in the recent past.>
